Johnson, a Democrat, was president. 5. The biggest joke of all is the Kosovo War. Under President Bill Clinton, a Democrat, we not only entered a War we shouldn't have, Clinton circumvented the United Nations because under the United Nations character, no Nation has the right to interfere in the internal struggle of other Sovereign Nations He did this by calling it a NATO action.
